I am japanese female, so I can answer this qestion.

but this is my opinion. I don't know what other japanese girls think.

I think to put makeup is same as wearing shoose.
If you go out side, you wear shoose or putting clothes.
If you stay home, you don't wear shoose and you wear pajama or somthing like that.

I have to put makeup to be in the public.

I think it's polite way.

If you don't put makeup in public, it's kind of un professional.
(only if you are good age like late 20 and UP)

Putting too much makeup is the different story. they are just don't know the limit.

but with No makeup is not acceptable for me.

even if you look more pretty without makeup, you have to put makeup when you are in public.

what do you think?

I think alot of it is some way psychological. Maybe some girls feel non attractive without it. It called also be the two faces of the japanese woman coming out too. She might not be comfortable with her true look, so she wants to style and augment a little. Its the same in Korea, excpet the girls here are more naturally better looking I feel......even if the occasional one does look like a train wreck without her makeup on.

Lemme guess, they wanna look more beautiful?

I think they do it because they want random people to write threads about it on random websites.
