Met my wife at Sam and Dave Nagahori, and I know another couple you did the same. Clubs are all right if you use your common sense.

Big Bookstores like Junkudo and Kinokuniya

House parties

Go to a Whynot Party (if you don't want to meet guys there, then make some female friends, and they might invite you to more events)

Go to some shops where foreigners go (for example the pizza place called Slices in Amemura).

You don't have to do GYAKU-NAN, but if you just smile and be friendly you can probably make friends fairly easily.

Like the people above said, if a girl likes me just because I'm a foreigner then I feel uncomfortable. If you get to know each person and then decide if you like him, it's better.

I think there is no good places to meet foreign people, actually in Japan. Sorry if it sounds a little harsh. But I think most of people from abroad...who work in Japan like english teachers or whatever...especially native english speakers KNOW that they are very popular with japanese girls.They are confident. If you find someone nice, but he might go back to his homeland soon...and if you want relationships more than a friend, it even takes time to get to know each other.I know its kinda hard but if you really want a foreign boyfriend, go abroad and find the one! ^^
